First step

A focused two-to-three-week inquiry into one service pressure or pathway. We agree a practical boundary with the sponsor rather than begin with a whole-council review.

How we work

We follow real cases and conversations, examine demand and hand-offs, test the service and financial picture, and compare what residents, practitioners, managers, and partners can see. We distinguish constraints that can be changed locally from those needing a wider decision.

What you get

A concise account of what is happening; a tested view of the main cost and outcome drivers; two or three credible interventions; named decisions and owners; and a 90-day test plan. Financial hypotheses are labelled and checked with your finance lead.

Working together

You provide a sponsor able to act, access to the work and evidence, and staff time. We bring a small mixed team covering service practice, analysis, and change. We agree a fixed fee and scope before starting.

Limits

This is not a guaranteed savings exercise, a substitute for statutory inspection, or an audit opinion. We do not count displaced cost or reduced access to legitimate support as a saving.

What follows

The next step may be one practical change, a redesign, or no further consultancy. You keep the evidence and a usable account of how to continue.
