Evidence from practice

Six accounts of public service work, with sources and reported outcomes.

The evidence includes our accounts of the work, client testimony, and an independent programme evaluation. Each record identifies its source, the changes reported, and the evidence still needed.

Published practitioner account with named client testimony

Birmingham: sustaining a group of co-producers

Birmingham commissioned a co-produced review of day opportunities following the pandemic.

These are practitioner and client accounts, rather than an independent impact evaluation. The published evidence does not isolate effects on all day-opportunity users.

Published practitioner account with client testimony

Gateshead: reviewing commissioning across directorates

Adult and children’s social care commissioned a review of commissioning practice.

The source records acceptance of the recommendations and a return commission. It does not provide later resident-outcome data or evidence of sustained financial benefits.

RedQuadrant practitioner account

Hillingdon: Resource Optimisation within wider transformation

The organisation needed a consistent way to examine work and choices across services.

The public account does not establish that Resource Optimisation alone caused all reported programme results. A method’s contribution needs to be distinguished from the wider programme.

RedQuadrant account; delivered savings not verified in this record

Bristol: applied learning and transformation

Bristol used applied learning, leadership development, and coaching in transformation work.

The public account does not show how much of the identified saving was implemented and sustained, or what financial return could be attributed to training.

Public programme record plus independent evaluation

SAVVI: development, adoption, and scale

SAVVI addresses the cross-agency use of data to identify and support people at risk of poor outcomes.

The finding applies to the evaluation period and the programme as a whole. It does not assess an individual coach or establish the extent of later use.

RedQuadrant practitioner account; contemporary follow-up not established

Westminster: changing access and examining whole cost

Westminster changed its mix of face-to-face and digital access.

This is a provider-reported historic result. The current public account does not include a dated baseline, independent benefits calculation, distributional effects, or long-term follow-up.
